I read a few posts today on what makes the best eLearning. And they all have valid points that are well supported by data and academics.

But . . . we sometimes forget that eLearning is teaching someone something via electronic means.
My two tips:
Be passionate about your subject
Truly believe that it improves your learners lives
Before you think this is overly simplistic, remember that Plato taught by drawing with a stick in dirt.
Passion, you and or your subject matter expert.
Believing it matters will maximize your delivery, regardless of budget. Whether real video of the actual whatever or text on the screen, you can teach anything if you are passionate and believe it makes a difference.
